Errors Found During the Quality Control Process

All documents filed by counsel will be reviewed by Clerk’s Office staff to ensure they were docketed correctly and they comply with the Federal Rules of Civil Procedure and the Local Rules of this Court.

If a document is incorrectly filed, you will be contacted by the Clerk’s Office and/or an electronic letter will be sent to the parties indicating the document was filed in error.

The link to the document will be reset so the document may only be accessed by court users, not by counsel or PACER users. The original docket entry will remain with a notation “FILED IN ERROR” noted at the beginning of the entry.

If you file a document in the wrong case, it is your responsibility to refile it in the correct case and contact the Clerk’s Office immediately to notify them of the error. If you electronically file a document in a case which is exempt from electronic filing, the link to the document will be reset so it cannot be accessed by non-court users. You are required to submit the original and appropriate number of paper copies within 48 hours.

Checklist[]

Have you tried making sure that you have either used the cookie or VPN method?[]

  • DMM error area, probably because you forgot to insert region cookies, or that it failed.

  • Successful attempt when using region cookies but foreign IP address.

  • You can still clearly see and click on the Kancolle game ignoring the other stuff.

One of the main reasons why people get error messages without ever being able to get into the game but still get redirected into a DMM error area is that they have neither tried the cookie method nor the VPN method as mentioned in Tutorial:_Proxy_Connection

When you have successfully inserted the region cookie as specified in the Tutorial:_Proxy_Connection, you will see the Kancolle game as accessible under the netgame section on DMM's website as shown on the second screenshot of the gallery and highlighted in a red rectangle within the last screenshot of the gallery. You can also safely ignore all the learn English stuff or the love story stuff that appears as a suggestion for foreigners.

Note: With the use of a VPN connection to the game, especially with a Japanese VPN server, the latter two screenshots should not be relevant as DMM will identify you as Japanese via the IP address.

  • The DMM Platform may rarely perform their own maintenance/downtimes which, at times, prompt game servers to close as well. You may check this on the Recent Updates page, developer's official twitter account, DMM's twitter account, or DMM's info page.
    • In some cases, the DMM platform might go down, but not the Kancolle servers. If this happens, players who aren't already in the game cannot log in, while players who are in the game beforehand can play as normal.

Is your computer clock set on the correct local time and timezone?[]

This is one of the most common causes of CatBombs

  • You do not need to be set on the JP timezone! As long as you are on your local timezone and have the correct local time, you are fine.
    • Unless you are trying to register a new account, then a clock with Japanese timezone (UTC+9) will help.
  • If you did have a wrong computer clock, try refreshing after correcting it.

Internet connection problems[]

This is also one of the most common causes of CatBombs

  • Have you tried checking other sites since it could be your internet connection?
  • Some ISP network may cause API error regularly.
  • Have you tried synchronising your computer time with a network time server online? Or tried manually synchronising?
  • Proceed to section Common Connectivity Solutions.

Cache problems[]

Sometimes corrupted cache causes infinite loading and other problems such as CatBombs whenever you visit a specific part or parts of the game.

  • Try to clear your cache (Cached images and files). Upon successfully clearing your cache and thus the constant CatBomb, whenever you visit the same part of the game, you will notice that the game runs slower than before. This is normal because you have cleared your cache because the browser needs to download those game assets again.
  • Try doing the whole process again including logging in to DMM and Cookie method in Incognito or Private mode.

Game Server Problems[]

Sometimes, it's not your fault and the server you're in is really having problems of its own

  • Check the Staff Twitter if there are announcements
  • Ask server-mates if they're also experiencing problems
  • If you encounter this situation, don't refresh too often to help reduce the server load.

Common Connectivity Solutions[]

  • Restart your Router
    • If you're at home on your own internet connection, try to restart the router first and see if it helps.
  • Use a network cable to tether your computer to the router or the nearest connected network switch/hub/etc that is connected to your router.
    • Wireless networking does not necessarily mean your connection is always as stable as using wired connection.
    • Make sure that the network cable is in good working order - a poor or worn cable can potentially create more issues.
  • Stop using VPN
    • If you had been using VPN, try disconnecting a use Cookie Method (Proxy Connection Option 3).
    • When using VPN all your network transfers go through another person or system - which is why you connect to it, to be seen as someone from their country. This is sometimes slow, unreliable and with alot of people connected, cannot handle everyone.
  • Use VPN
    • If you weren't using VPN, then try to connect to one. Sometimes the problem lies with the ISP's route to the game servers. A line between you and the game servers may be broken (can be tested via tracert). Thus, if you use VPN, you may avoid this broken line, because as mentioned VPNs re-routes you to another person or system.
  • Observe your router or the device that gives you internet access
    • Generally a blinking LED light on the front of the router roughly indicates indicate network activity. The more faster the LED light blinks and/or the shorter the interval the blinking rate (between each blink) may indicate significantly busier network and potentially your internet connectivity.
  • Check your computer for any malwares/viruses/etc
    • A common oversight is assuming your computer is free of malwares/viruses/etc. A bandwidth hogging malware for instance may hog your internet bandwidth and can easily be observed when using tools such as NetLimiter. However, a malware for instance is not necessarily restricted to hogging your internet bandwidth. Some could be designed potentially to create nuisances such as blocking your day to day internet surfing activities which may ultimately affect gaming.
  • Contact your ISP
    • Well there are times the ISP is really the one to be blamed.
    • Provided you have followed all of the steps above and still face issues, you can inform that to your ISP tech support which may accelerate your issue (in the queue) to getting fixed sooner.
    • You can also search online to see is there any optical fibre connecting to Japan from your location being damaged, and if that's the case you can't do much on that.

This is your Ad-Block working at its finest.

This is a common error on Chrome, with its auto-blocking of web assets that has "ad". This does not affect the game and is not the cause of cat bombs you may have.

net::ERR_INCOMPLETE_CHUNKED_ENCODING[]

This is a common error on new versions of Chrome, with it misinterpretation on the .NET Response or long HTML file with many empty lines. As displayed Flash and CSS are chunked this will cause cat bombs. Try to login with Firefox.

This is caused by a connection error to the DMM servers, not to the Kancolle servers. Usually you can click Cancel in the dialog box and continue playing, though be warned that seeing this dialog box is generally an indication of an unstable Internet connection.

Cat bomb error code[]

In some software like Electric Observer and poi browser, it is possible to find out why you get a catbomb. They are indicated as error code, and here are some known error code:

Other Notes[]

  • The Game start API call is now only around kb, and home port is dynamic in size based on your ship list but will not exceed 20kb. Unless you have a very slow connection, the tip above may be negligible.
  • You cannot ping the KC servers, so the way to test if the server(s) is up or not is to visit sprers.eu
  • Networking is by no means a small topic and can be very difficult to diagnose - sometimes the issue is beyond one's reach. However, knowing even the basic concepts of networking doesn't hurt. A WIP (Work In Progress) blog entry may be worthy for reading.
  • If you are getting constant catbomb errors within a day, chances are you probably examined to see whether or not if you are a bot. For more information, you may wish to refer to this link by LaForet on sprers.eu. Alternatively, a copy of the information is available below should the site be inaccessible for whatever reason. Do note that the information may be slightly outdated but there are points that are worth noting.

I've been watching the ban situation for a while and I have summed up what we already know:

DMM

  • Will not IP-ban anybody, however a number of Tor / VPNGate exit nodes are barred from logging in (Error B)
  • If many users were seen egressing from the same IP address they may be asked to reset their passwords as a precaution, however there is zero evidence that this may lead to a ban.
  • The only way for an average user to get banned is to owe them money, e.g. file a charge back on a previous CC payment and your account will be banned in no time.
  • A banned DMM account will no longer be associated with your email address - hence it would appear to have disappeared entirely.
  • It is usually possible to get unbanned by contacting support - they will ask you to pay the amount due by a direct bank deposit in Japan, as long as this can be done your account will be reinstated and you won't lose any data and/or purchases.

Kancolle

  • IP-ban is active for IP ranges containing known spam/DDoS hosts. The actual extent of ban is specific for each game server. One can easily check for this by typing the IP address into any browser - if successful you should be able to see a single line of text. ICMP pings have been disabled earlier this year.
  • No authentication apart from the API token, hence it is possible to move on and off VPN connections and still play fine.
  • During events they may temporarily IP-ban high traffic hosts, however there is no evidence of repercussions for end users apart from a temporary inability to play.
  • Will ban users for botting. Detection is done via at least two hidden functions in the flash client, as well as heuristics, e.g. sending + expeditions per day.
  • Recently a number of users have been hit with repeated catbombs, analysis of network traffic shows that the errors are actually sent deliberately by the game server. The cause is unknown but it is suspected to be a bot detection mechanism. In any case it usually subsides after days.
  • Banned users will see "Account Suspended" notification when accessing this game.
  • Contacting support usually won't get you a reply. That said, they do reinstate some banned accounts once in a blue moon.
  • Kancolle ban does not affect the status of your DMM account.
  • As of 13th September , more light has been shed on accounts that are to be suspended (i.e. literal ban from KC). If you are getting error code and/or you receive API error (KC3 Kai) on your account, speculations note that your account is awaiting to be suspended. In Memoriam to the Hon. William J. Caprathe: A Judge’s Judge Dedicated to Diversifying Juries

As an elected state trial judge in Bay County, Michigan, Judge Caprathe promoted the importance of diversifying our American juries. This special edition on jury diversity is dedicated to the memory of Judge Caprathe, a “judge’s judge.” He was well respected by attorneys, litigants, state and federal court judges, and the public at large, and his memory lives on through his life’s accomplishments with innovative jury concepts. He led by example, mentoring judges and attorneys on the important role of inclusive, representative juries and the importance of reassuring the public that juries are fair and impartial within their jurisdictions. Judge Caprathe’s valiant efforts led to positive and significant changes in the composition of juries in many communities. He advocated for judges and lawyers to become more aware of the immense value that updated jury source lists have in achieving more representativeness within jury pools. He believed that, by diversifying juries, the public’s perceptions of justice would be increased, including the importance that the public perceive fairness in the diversity of the people deciding the fates of defendants, or else justice is not met. Judge Caprathe wholeheartedly believed improving diversity ensures justice in the eyes of the public we serve.

Judge Caprathe was thrilled that he was invited to participate in a two-year pilot program in Michigan, which led to sweeping reforms in updating his state’s court rules. These reforms included numerous innovations such as permitting judges to allow jurors to take notes during a trial, allowing jurors to submit written questions to witnesses for the judge to read aloud, and authorizing jurors to request to visit the crime scene. For his achievements with jury reform, Judge Caprathe was awarded the G. Thomas Munsterman Award for Jury Innovation from the National Center for State Courts (NCSC) in

As a retired, senior trial judge, Judge Caprathe continued his work on improving representation within jury pools. Together with colleagues possessing expert knowledge in this field—Paula Hannaford-Agor, Stephanie McCoy Loquvam, and Shari Seidman Diamond—he coauthored a comprehensive how-to article focused on improving jury diversity. Their well-researched article, entitled “Assessing and Achieving Jury Pool Representativeness,” was featured in The Judges’ Journal in the spring of In their article, they explained in detail Principle 10(A), adopted by the American Bar Association (ABA), in order to increase diversity in jury pools. They also derived a step-by-step “Checklist for Assessing and Improving Representativeness in Jury Pools” that provides guidance to lawyers and judges and is even more significant today:

Step 1. The master jury list should include at least 85 percent of the jury-eligible adults in the jurisdiction.

Step 2. Consider the source lists used to create the master jury list. Driver’s license/state ID lists may overlap with voting lists if a state ID is required to register and/or vote. Additional juror source lists might include welfare, unemployment, and state income tax rolls.

Step 3. Determine the percentage of the population that is jury-eligible. Eligibility requirements can greatly affect the demographic composition and representativeness of the jury pool.

Step 4. Consider the demographic characteristics of the jury-eligible population.

Step 5. The master jury list should reflect the geographic distribution of the population.

Step 6. The master jury list should be updated at least annually.

Step 7. Improve jury yield. . . . A unified system that combines juror summoning and qualification improves yield rates. If jury yields are too low, consider the undeliverable rate, the nonresponse/FTA [failure to appear] rate, and the excusal rate.

Step 8. An undeliverable mail rate over 12 percent indicates that the master jury list is probably stale. If local migration rates are high, master jury lists should be updated more frequently.

Step 9. Consider using NCOA [National Change of Address System] to update addresses on the master jury list, and for summonses and questionnaires before mailing.

Step A second notice/summons within three weeks is the most effective approach for reducing nonresponse/FTA rates. Including the possible consequences of failing to appear on the summons or reminder postcard helps reduce noncompliance rates. Punitive actions may be used strategically to educate the public and improve compliance.

Step The excusal rate should stay below the national average of 8 percent.

Step One-day or one-trial terms of service result in the lowest excusal rates.

Step Compensation rates should be sufficient to cover reasonable out-of-pocket expenses. Free parking, accessible public transportation, and other amenities can facilitate juror participation and reduce the excusal rate.

Step Deferral rates and excusal rates are inversely related. Initial deferral allowances improve response rates.

Authors Caprathe, Hannaford-Agor, Loquvam, and Diamond include numerous recommendations to assist courts and lawyers in this diversity endeavor. They recommend the use of U.S. Census Bureau demographic statistics as a great starting point to assess whether a current jury pool is inclusive and representative. The end result should be updated jury source lists reflecting the composition of a jurisdiction’s community. Accurate demographic information must be secured as to race, ethnicity, and gender derived from the input of potential jurors. Such input is predicated on the use of U.S. Census Bureau definitions and collection methods to obtain such vital data from potential jurors.

These authors also cautioned about avoiding various pitfalls such as implementing improper, inconsistent jury classifications. If the statistical data collecting methodology used is unreliable, then the statistical data produced will be unreliable and will “undermine the ability of the courts to assess the effectiveness of the jury selection process.” They advocated for applying valid and reliable statistical data collection to improve and assess diversity in jury pools and achieve representativeness in our individual jury panels.

Judge Caprathe not only professed these concepts, but he also applied them because he valued the importance of the public’s perception of fairness as reflected by the composition of his jury panels. Judge Caprathe not only talked the talk about the importance of improving diversity on jury panels, but he also walked the walk. He implemented pivotal changes to update jury source lists to improve diversity.

Judge Caprathe will be remembered for his legacy and devotion to diversifying and improving our juries as well as his participation in various innovative jury projects such as the American Jury Project of the ABA. I can still recall his gentle, contagious smile that contained his effervescent enthusiasm for being a judge. He will be remembered as a down-to-earth and humble person. When he was stumping for election, he noted his electorate had a difficult time pronouncing his Italian last name. He recalled one constituent at the microphone who was hard of hearing loudly announcing phonetically his last name as Judge-to-be “Crap-happy.” We shall cherish our precious memories of participating with him and his lovely spouse, Linda, in many state trial judge events and meetings for the National Conference of State Trial Judges of which he was chair. In Memoriam to the Hon. William J. Caprathe: A Judge’s Judge Dedicated to Diversifying Juries

As an elected state trial judge in Bay County, Michigan, Judge Caprathe promoted the importance of diversifying our American juries. This special edition on jury diversity is dedicated to the memory of Judge Caprathe, a “judge’s judge.” He was hon error has occurred respected by attorneys, litigants, state and federal court judges, and the public at large, and his memory lives on through his life’s accomplishments with innovative jury concepts. Judge Caprathe not only professed these concepts, but he also applied them because he valued the importance of the public’s perception of fairness as reflected by the composition of his jury panels. Judge Caprathe not only talked the talk about the importance of improving diversity on jury panels, but he also walked the walk. He implemented pivotal changes to update jury source lists to improve diversity.

Judge Caprathe will be remembered for his legacy and devotion to diversifying and improving our juries as well as his participation in various innovative jury projects such as the American Jury Project of the ABA. Cache problems[]

Sometimes corrupted cache causes infinite loading and other problems such as CatBombs whenever you visit a specific part or parts of the game.

Common Connectivity Solutions[]

  • Restart your Router
    • If you're at home on your own internet connection, try to restart the router first and see if it helps.
  • Use a network cable to tether your computer to the router or the nearest connected network switch/hub/etc that is connected to your router.
    • Wireless networking does not necessarily mean your connection is always as stable as using wired connection.
    • Make sure that the network cable is in good working order - a poor or worn cable can potentially create more issues.
  • Stop using VPN
    • If you had been using VPN, try disconnecting a use Cookie Method (Proxy Connection Option 3).
    • When using VPN all your network transfers go through another person or system - hon error has occurred is why you connect to it, to be seen as someone from their country. This is sometimes slow, unreliable and with alot of people connected, cannot handle everyone.
  • Use VPN

However, a malware for instance is not necessarily restricted to hogging your internet bandwidth. Some could be designed potentially to create nuisances such as blocking your day to day internet surfing activities which may ultimately affect gaming.
  • Contact your ISP
    • Well there are times the ISP is really the one to be blamed.
    • Provided you have followed all of the steps above and still face issues, you can inform that to your ISP tech support which may accelerate your issue (in the queue) to getting fixed sooner.
    • You can also search online to see is there any optical fibre connecting to Japan from your location being damaged, and if that's the case you can't do much on that.

This is a known error generated on the DMM website and does not affect the game. If you're getting this error, it is normal and is not the cause of cat bombs you may have.

This is your Ad-Block working at its finest.

net:: ERR_CACHE_MISS[]

This is a common error on Chrome, with its auto-blocking of web assets that has "ad", hon error has occurred. This does not affect the game and is not the cause of cat bombs you may have.

net::ERR_INCOMPLETE_CHUNKED_ENCODING[]

This is caused by a connection error to the DMM servers, not to the Kancolle servers. Usually you can click Cancel in the dialog box and continue playing, though be warned that seeing this dialog box is generally an indication of an unstable Internet connection.

Cat bomb error code[]

In some software like Electric Observer and poi browser, it is possible to find out why you get a catbomb. They are indicated as error code, and here are some known error code:

  • Connection shut by server
  • Network error&#;?
  • Time unmatch or token expire&#;?

Other Notes[]

  • The Game start API call is now only around kb, and home port is dynamic in size based on your ship list but will not exceed 20kb. Unless you have a very slow connection, the tip above may be negligible.
  • You cannot ping the KC servers, so the way to test if the server(s) is up or not is to visit sprers.eu
  • Networking is by no means a small topic and can be very difficult to diagnose - sometimes the issue is beyond one's reach. However, knowing even the basic concepts of networking doesn't hurt. A WIP (Work In Progress) blog entry may be worthy for reading.
  • If you are getting constant catbomb errors within a day, chances are you probably examined to see whether or not if you are a bot. I've been watching the ban situation for a while and I have summed up what we already know:

DMM

  • Will not IP-ban anybody, however a number of Tor / VPNGate exit nodes are barred from logging in (Error B)
  • If many users were seen egressing from the same IP address they may be asked to reset their passwords as a precaution, however there is zero evidence that this may lead to a ban.
  • The only way for an average user to get banned is to owe them money, e.g. file a charge back on a previous CC payment and your account will be banned in no time.
  • A banned DMM account will no longer be associated with your email address - hence it hon error has occurred appear to have disappeared entirely.
  • It is usually possible to get unbanned by contacting support - they will ask you to pay the amount due by a direct bank deposit in Japan, as long as this can be done your account will be reinstated and you won't lose hon error has occurred data and/or purchases.

  • Kancolle ban does not affect the status of your DMM account.
  • As of 13th Septembermore light has been shed on accounts that are to be suspended (i.e. literal ban from KC). If you file a document in the wrong case, it is hon error has occurred responsibility to refile it in the correct case and contact the Clerk’s Office immediately to notify them of the error. If you electronically file a document in a case which is exempt from electronic filing, the link to the document will be reset so it cannot be accessed by non-court users. You are required to submit the original and appropriate number of paper copies within 48 hours.

In some cases a document will be marked as filed in error.  Documents are typically marked filed in error when the document should not have been filed with the Court (e.g., hon error has occurred, discovery materials including Rule 26(a) disclosures) or when there is an error with the document filed

Errors Reported by the Filing Party

If you notice you have made a mistake during filing, you should immediately contact the Clerk’s Office and ask for the case administrator hon error has occurred the case. If circumstances warrant, the case administrator may temporarily reset the link to the document so it may only be accessed by court users, hon error has occurred, not by counsel or PACER users.

New Case Filing Error: If you erroneously file a new case system error 105 fuse 4 you begin but do not complete the process of filing a new case, hon error has occurred, please call the Clerk's Office immediately.
