SPRERS supports the start-up of the Ro-NeSSI initiative. SPRERS's proposal for Ro-NeSSI manifesto is described in what follows.
Ro-NeSSI: Romanian Network of Software Services Initiatives
Context
The shift towards e-services is a clear wave of development of software and services that Europe cannot afford to miss out on. In order to achieve the proper European scale of this transition, all EU27 states should be involved.
Strong points in Romania when it comes to software services are the awareness of software services through academic and special training programmes and the high potential for a strong national software services market. The weak points are the lack of networking, coordination of efforts and dissemination of best practices.
Several strategic projects proposed by the NESSI European Technological Platform (ETP) are currently under way. It is expected that they will shape the future of service oriented architectures and infrastructures.
National technological platforms (NTPs) have been built in order to widen the impact of NESSI ETP and to identify relevant national activities. As for the EU15 participation, Bulgaria, Slovenia, Hungary, and Poland have started a NESSI NTP. In Romania, the SIVECO company and the SPRERS' coordinator, UVT, as NESSI ETP members, are the initiators of discussions with the NESSI’s ETP coordinators of NTPs. This initiative follows the one from the Summer 2006 under the acronym NESSI-RO.
Goals of Ro-NeSSI initiative
Short term goals:
- establishing of national working groups on different topics defined in NESSI SRA;
- defining a national SRA for the future evolution of the national R&D and innovation program related to software and services;
- dissemination of the achievements of NESSI strategic and compliant projects.
Middle term goals:
- implementing the NESSI concepts at a national level;
- opening new channels for participation in European projects;
- promoting service oriented business models at national level.
Long term goals:
- building a network of Romanian stakeholders in the field of software services;
- building links and joint investment between public research and industry;
- searching for new opportunities and capacity for development of a competitive national service industry.
Proposal for a TO-DO list of Ro-NeSSI
- build a network of stakeholders involved in software services from Romania;
- support R&D activities in cooperation with software industry;
- build links between public research and industry;
- build a knowledge hub in the area of Romanian software services to support collaboration opportunities, training and competence building;
- exchange and dissemination of information related to NESSI;
- establish of working groups on different software service related topics;
- defining a national strategic research agenda (SRA) for the future evolution of the national R&D and innovation programs related to software services;
- implement NESSI's principles at a national level;
- identify existing European and national R&D activities in software services for the benefit of its members;
- support the implementation of the national ICT strategy in the area of software services and providing valuable feedback for improvements;
- develop software service related strategies for Romania and bridging them with the EC strategies and policies;
- open new channels for participation in EC projects;
- exchange R&D results in software services with other member states;
- nominate national projects to the NESSI Steering Committee for a NESSI label;
- search for new opportunities and capacity for development of a competitive national ICT and service industry;
- promote global access to software services;
- identify and promote best practices;
- identify and promote new service oriented business models;
- be a reference point for end-users at national and European level.
Ro-NeSSI relationship with NESSI ETP
- open channels for cooperation with the ETP NESSI, its members and
other NTPs;
- increased visibility of the Romanian teams working in software services as potential partners in collaborative projects involving NESSI members
- potential involvement of Romanian teams in the Working Groups of NESSI defining SRAs with the benefit of promoting their research interests and ideas
- dissemination of the NESSI project achievements and open requests for contributions
- faster assimilation by the Romanian R&D teams of the standards and open service framework produced by NESSI stakeholders.
